The initial error you posted would seem to indicate that if the machine has a problem creating an instance of the provider, that there's something wrong with the class registration. If this is on an NT/2000 machine, you need to be logged in w/admin rights when you register a file. You may want to check the registry to make sure that the VFP OLEDB class is in there.
Maybe try unregistering and re-registering and see what happens. Not sure what else to tell you.
