That seems bizarre, Sergey - aren't they aware of:
1) The difficulty of application version-transitioning?
2) Economic implications - Maybe this tactic will discourage MS clients from upgrading?
Basically, this MS EULA seems fine for an OS, but quite impractical for development tools, where many of us must do simultaneous support for 2 app versions, for at least a brief window of time during a roll-out period.
Of course, I have enough test machines to cover myself on this EULA, but not everyone out there does?
