It's not specifically for CodeBook to CodeMine converts. It was actually set up as an offshoot from the ProFox mailing list. Once the message board forum was setup, we created a forum for CodeMine specific help. I requested it before I knew about this one. I know a lot of people who don't like this forum (no offense intended towards anyone). So, yes there is another forum for CodeMine help and, yes, it is very new and still very low traffic. But, it will grow in time.
