Yes, and that's good. The problem for me is that I'm a fed gov't employee, and the paperwork and time involved to get a rebate credited to my own budget account is totally hopeless. I tried it once before, and swore off ever such an attempt again.

But for a lot of folks, the rebate is nice, I agree.
