Once MS made a clear press release I'm quite sure it would have rumbled through the trade press, online communities, etc.
It's apparent that this has been the clause in .NET related stuff since the start (i.e. it's current release). Even though that's my idea of a fine place to start a new precedent some publicity of the fact would only have been helpful.
