If I understand you correctly,
Actually, I never played around with PE packer anymore since a year ago (maybe more). Besides I don't have Refox, so I don't know if PE packer can really protect the file. But maybe you can try PESHIELD / PEPACK / WWPACK32 / SHRINKER.

And my suggestion for the best protection is, find an unfamous one or create your own protection. Don't use a software that already known by public. Because maybe (just maybe) it is already cracked

My own protection is, use a compression on exe file. Then use a loader created in low level language and make it as a self extraction program (SFX)
