What are you distributing to the user? If you are distributing an EXE, that doesn't happen.
If they have VFP's IDE (and for users that's not a good idea) and you distribute youe form's source then they will open in design mode as you say. User's are not supposed to do that.

Are you using a project?
Do you build an EXE?
Do you create a distribution setup?
