If the user sees the form in "design mode", that means that each user has Visual FoxPro installed, right? Since each installation of VFP needs a license, this is very expensive.

The usual approach is to compile forms, reports, etc. into an executable. Yes, you can call additional forms (saved as separate files) from the EXE. Another option is to have the forms in the EXE, but somehow restrict access to them - for instance, only users in the Accounting Department have access to certain forms. This is what I did.
