I disagree,
If there are no jobs out there to choose from is because the economy is bad in general.
Even if it wasn’t that bad lots of employers take the “rumors of war” as an excuse, either to pay less to new employees or prefer not to hire for the time being.
I think either one makes good business sense, which, it does not favor the job seeker.
