Yes, it is fast and easy, indeed, at least for the basic aspects. It is just a question of knowing where to start...
It really pays to learn at least some basic HTML - and the Help Workshop helps you in this aspect. On the other hand, some aspects, like creating tables, have a lot of details, so I would highly recommend to use a WYSIWYG editor, like FrontPage or FrontPage Express.
