The more annoying / sad aspect is that these ridiculous rates (if the positions are filled and they appear often enough) will drive down rates for the rest of us.

If the person that has accepted the position has done so on the basis of a review to a more realistic rate after a short trial period (in order to reduce the client's exposure to risk) that would be a different thing. Somehow I do not think that this is the case here.
