In Canada and US, it'd be extremely poor. Basically, if experience is required, for such a low salary, usually no one would attend to get the job. Or, if someone would get the job, for what is required, a non experienced developer could get it, but the employer may soon revise his position to fire the developer and post a new ad to hire a new once with an increase of salary.

We've seen that situation a lot in Montreal. Basically, a lot of contracts I've been involved in, started with an opening with low pay but with required experience. Then, later on, the company discovered that they have invested in non experienced or junior developers for a required experienced job and they lost money more than the money they had to pay for an experienced consultant after. And, sometimes, you can add two or three openings that have been removed to be replaced by experienced people. In some situations, or most of it, it's mostly and a bad definition of the requirements for the projects and/or combined with low experienced human resources management for those types of contracting openings.

I understand it could be a good opportunity for a foreign consultant to remotely get involved in such an opening. And, this is normal as the currency exchange of your country and related ones would advantage you as per your local contracts being paid with local currency.
