A form in itself is not normally an executeable object. I assume the user is double-clicking on the file in Windows Explorer or something similar. This will bring up the form by its association, which means it will be in design mode in VFP. You should have even a simple application that has a DO FORM command and a READ EVENTS.

Why do the users have VFP? This is generally very dangerous. People are curious and will try to edit the form and possibly damage it. They will then blame the programmer when it doesn't work. Users should only have the application and runtime files on their desktops. It is safer, and easier for the users as well.
