Yes, User Groups will have to submit a proposal, if for no other reason than it wouldn't make much sense to donate money to a group that had no plan for the use of the money.

However, there is no deadline, this will be an ongoing site. If VFP developers don't support it we may withdraw some or all of our advertising support, of which you are about to benefit, but we will maintain the site since it's essentially part of our other succesful e-Commerce and IT sales organization.

As for the Advisory Board, we initially had members in mind, but are hoping the community and User Groups will nominate the people they think should fill those slots. We'll be adding a link to allow nominations in the next few days.
