I am only using the Express version, but when I created my VFP 8.0 install I copied everything from my 7.0 install over to a new folder and renamed the .ISM file. I then loaded this project in Installshield, unchecked the 7.0 runtime and checked the 8.0 runtime. I then had to generate new product and upgrade code GUID's under general information since the GUID's that were there were already assigned to my 7.0 install.

Does any of thing ring a bell for you?
