Hi John,
What happens is that I go to install prerequisites and it goes through the motions and it looks like prereqs are installing (Installer and Soap Kit). Then when it comes back to main installation screen, only Prereqs are highlighted, not the Visual FoxPro option.

My co-worker said he installed it with a similar setup as me (XP, VS2003 Final Beta) so I am going to go back and look at a few other things. I am using the MSDN Universal VFP8 so I extract it to a fresh vfp8 install directory and run setup from there.
