Does it really interfere with other programs? I suspect that it will use close to 100% of the CPU only if no other program has a demand on the CPU. It would make sense, in this case, to give all requested processing power to the only program that demands it! If, on the other hand, two programs request "as much as possible" CPU cycles, and the programs have the same priority, I would suspect that Windows would assign each of them ca. 50% of available processing power.
On the other hand, if your background program isn't really urgent, you could just as well give it a lower priority, so that it interferes as little as possible with other programs.
