In VS.NET you can control the way the IDE handles custom controls by building a custom designer into the control class itself. I don't have any personal experience with the process, but the .NET help file does have some (characteristically obtuse) information on the subject:

Copy and paste the preceeding address into the address bar when viewing the VS.NET help window. Or you can find the information through the index under "design-time functionality."
