George, here's a kludge - put a transparent shape on your form eg at the top left of the list box, but not covering the listbox. When you want to "disable" the listbox extend the transparent shape in front of the listbox, using the width and height properties, which would then prevent the user from clicking the listbox. This would not stop tabbing to the listbox but then you can use Liam's solution using the when event to move the focus elsewhere.
(I said it was a kludge :)
