Yea, the whole thing is way over the top. Neat that you can nab them for "trespassing". My guess is that this is another of those paradoxes favouring business in the end - the place no doubt has to conform to many laws (public safety and the like) because it is a "public" place, yet when it is convenient it is really a private place.
