No way as there are no VFP runtimes for Pocket PC (nor for any other Windows CE device).
The best way nowadays IMHO, is to use the .Net framework. The new Visual Studio .Net (currently in final Beta) allows you to create apps in whatever .Net language you like (C#, etc.). When you start a new project it gives you a new choice of apps for Mobile devives. It comes with a Pocket PC emulator so you do not need an actual device to develop and test.

When you deploy, it adds the .Net framework to the PDA, if not already there, then your app. Works very nicely.
