Its certainly picking up in popularity (and the UK government is allegedly "strongly behind broadband"), but the main problem is the lack of competition. We have two main companies and they tend to act as local monopolies. The situation is getting better, but its a long way from a lot of europe (or much of the rest of the world). It hasn't helped that BT (previously the national telecoms monopoly and still the largest player) had held off from introducing any form of DSL in order to protect its lucrative ISDN stranglehold until cable hit the market...
