Could you clarify about SL Chamber of Commerce? Is it a joke?

I understand, that I am a little bit naive :) but what I could see in the US were impressed me very much (especially very friendly and helpful people). But the strongest impression - I could see FoxPro programms everywhere but nobody developed them! When I asked why? Many of developers said - it obsolete tool or FoxPro is very complicated software for developers. For me it was a very strange.
