There are two questions in your post:

(i) Can I integrate Outlook with VFP. Yes, you can. I suggest you read the book "Microsoft Office Automation with Visual FoxPro" by Tamar Granor and Della Martin. It will involve you learning stuff about the Object Models of Outlook (and, in time Word & Excel)

(ii) What sort of file is Outlook.pst. That's a good question. My hunch is that is akin to an access.mda. I have tried opening it with access but nothing came of it. I'm sure others will know the exact answer to this question.
