Not really. Saddam no doubt feels that IF he had them in hand, then he could have kept Kuwait. North Korea makes it pretty clear that countries that HAVE nukes are treated differently than those who don't.
I note also that Saddam HAD (I know, still does too) chemical and biological weapons for the Gulf War and there was no sign (smart on his part) of their use then.
