This seems like an odd setup. Is there some reason you have multiple copies of the database? You say that the user keeps working if the server is down... does this happen frequently? Is this a shared database?

As for the Error Reading File message... once you get this, the only way to recover is to restart the application.

So i only need to use the databases on the local disk for emergencies only(ie - When the connection with the server fails)

Now when the connection with server fails in need to close the form and open the same form but this time with the paths looking a the local hard disk. The problem is that when i try to close the first form it gives me an error 'Error Reading file' and i cannot continue anymore.
