>1. Can someone please tell me what he is talking about?

I can't either. Seems to me diplomatic double-speak.

>2. Does Saddams wishing he had a nuclear weapon before invading Kuwait not scare everyone?

Yes, but I agree with Hilmar. All WMDs are scary. The Soviets had them in droves. Now Russia has them and so do a lot of unstable ex-Soviet Republics. Who can't guarantee that, when strapped for cash, or juast plain greed, any one of them would sell to terrotists for a few million dollars a piece?

>Then you choose to ignore the fact that he gassed the Iranians and his own people. There has been quite a bit of commentary on the fact that Saddam did not use biological or chemical weapons in 1991 because he knew it would mean his end.

Yes, he gassed the Iranians and the Kurds. His own people? Not so. The Kurds are "his own people" to him as much as the Indians where to Gen. Custer (or the US Government at the time).

The Germans have used chemical weapons in WWI. US has used them too. And nukes.
