Now Russia has them and so do a lot of unstable ex-Soviet Republics. Who can't guarantee that, when strapped for cash, or juast plain greed, any one of them would sell to terrotists for a few million dollars a piece?

The Germans have used chemical weapons in WWI. US has used them too. And nukes.
