Looking very quickly I think that CartID needs to be trimed. You can make a nul a blank in your RetrieveCartID() function my prototyping the function. ie public function RetrieveCartID() as string Also, you should create CartID as what it is expected to be. Say dim CartID as string. if you need to you can always get type casting for free by using the format command trim(format(vbnul,"")) returns an empty string [""]
if trim(CartID) = "" then
   Response.write " <font color = red>Cart is empty!</font>"
   Response.end()
end if
