From your response regarding creating my own Titles and Legends I gather that the Excel graphs have a limitation in this area that cannot be overcome by manipulating the object model. When resizing the graph object on the report form, the chart area scales correctly but the chart title and legend do not.

That is my take on it. I have tried playing around with formatting the legend without a lot of success. Of course, there may be someone here like Tamar or Ted or Della Martin who know a lot more about Excel automation than I do and they may have some other options for you.
