Hello, William.

I don't understand very well what you need. You can use a real Web Server to develop a "real Internet app" without having a real internet connection, if this is your problem.

You can access the Web Server locally with your browser in the same way you would do if it were in the other side of the planet, or across a LAN. Interner is just a larger TCP/IP network, but it's pretty much the same as a tiny LAN.
