Thanks! Now I know. The code looks for an object or something that says ADSI is present. If it doesn't find it, it grays those 2 values out under the assumption that you can't use ADSI. I guess XP doesn't support that code.
The easiest solution for XP people, then, would be to take out that code. I guess I'll do this in the next maintenance release...

I changed WebAppBuilder to stuff the variables 'LOCALHOST" and "DEFAULT WEB SITE' from the init of those fields. After recompiling Webappbuilder, WebAppbuilder now creates the correct virtual directories on XP.
