This makes me worry too. For instance, the fact that the United States reserves the right to strike first, whether they will actually do it or not, isn't exactly designed to reduce World tensions.
Then, there is at least one country that has many more nuclear weapons than Iraq is likely ever to have, that is currently ruled by a dictatorship.
