If I were you I would design my own record navigation routines.

I think VFP 6 doesn't let you use the VCR (as you called them) buttons for distribution. However, after you have installed the program, if you copy "Wizards" directory from "Program Files\Microsoft Visual Studio 6\VFP98" into the installation directory on the customer's computer, they will work correctly.
