No help diz:

If the object is active, the ActiveControl property references the control that has the focus. If the object is not active, an error occurs

Então se não há foco em objeto nenhuma retorna erro. Ou seja: Ou os objetos estão todos invisiveis, desabilitados ou você está usando em um Load ou Init do form ou objeto.
