Actually, I am not aware that this is the case. I was certainly aware of it during the Cold War. Where are you getting your information?

We have had this capability for some time, yet have never used it. And why would we? We won the Cold War, with no nukes and no direct conflicts with the Soviet Union. The Berlin Wall came down. Eastern Europe is no longer behind an Iron Curtain. Do you think these things would have happened without the US?
