Well... any display adapter can display at least 256 colors. The WinXp icons are 24 bit icons - 16 bits for color, 8 bits for alpha channel, and I agree not everyone has 24bits in display adapter. But 256? I bet there aren't people using 640x480x16 colors displays anymore.
