Not as easy to come across as you might of hoped for. In order to do video conferencing you have to have some type of broadcast server running on each of the machines. (netmeeting does this). Problem is that if you get a hold of any 3rd party ones they're most likey going to cost some $.
I've been using www.eyeballchat.com for a long time and it works even better than netmeeting. I know they have an SDK you can get from www.eyeball.com but it's probably several 1000 dollars.
If you want to spend zero money and just a bit of time there is a way you can do it with the windows media broadcast server (to transmist the audio/video) and the windows media encoder (to recive the audio/video). I've been wanting to do this for a long time myself but just haven't found the time to do it.
