What version of VFP? What is your PageFrame.Width and .Height compared to the Form.Width and Height? You need to make sure that the pageframe does not come too close to the form edges.

I've for a 7 tab pgf that needs 3 rows to display the tabs and I'm not seeing any difference between the design time and runtime appearance of the form in VFP7SP1.
