This is really personal preference. In talking with developers, I would say about 50% like to work in the designer and 50% like to work with the HTML tab. What I have seen is that developers who have a strong web designer background tend to like the HTML tab but developers who have a strong background with desktop apps like the designer tab. For myself, I tend to like working in the designer tab to layout my controls then go into the HTML tab to "tweak" the results and add non-designer code.
