I don't argue that bad intelligence information often leads to 'bad targets' or that some targets have civilians as well as military personnel and equipment (afterall, Saddam moves his military equipment into civilian areas for this very reason), but the statement above is so ridiculous on its own merit. If it were true, Iraq would no longer exist nor would any other country that has ever been bombed by the U.S. military. Keep in mind that the U.S. is not the only country that bombs on behalf of the UN or NATO or participates in joint military operations that involve strategic air strikes (that is why they are called 'joint.') In my personal opinion, I know that accidents happen and my government makes very poor choices on some targets and should answer for them, but a dictator or leader that intentionally moves military equipment into civilian areas in order to protect his assets is the most abhorrant of leaders and should answer for that too.
