It seems that you have a confusion or misunderstading.
FoxISAPI is an old, non-supported Microsoft ISAPI connector (Internet Server Application Programming Interface).
WebConnect does not use FoxISAPI, but its own ISAPI connector called wc.dll
DCOM is distributed COM, (Component Object Model)
If you are planning to use distibution of programs/data using the Internet, you most likely are talking HTTP over port 80. Web-Connect works very well in that environment. FoxISAPI would do too, but is not-supported.
DCOM allows connectivity between COM objects in different machines. COM is a binary protocol for an MS-specific way of doing thins (superseeded now by newer technologies, like COM+ and .Net). It may not be what you want.
Please give more details of what you are trying to accomplish.
