CELP is from a company that recently filed chapter 11.
Its included in Windows 98 not 2000.
All i did was install the DLL into my 2000 system.
CELP files are really small.
I used to use them to record shortwave and AM broadcasts.
As far as code,
google it for either directsound or older sound interfaces....
