I am adressing only Gov. Contracts here and that is the scope I was exposed to the most.
What you say makes sense because after working with you for 2 or 3 projects, they figure they can manage to take a bigger risk (time, labor and material)with you so in case of trying to define moving requirements for ex., you are better protected.
In small purchases I think whose limit is $120K, Contract Officers go with Fixed Price or Time, Labor and Material but they do have a lot of other options that require a lot of study and consideration.
Last time I checked about 2 years ago , 80% of Gov. awarded contracts were FP and they were working towards increasing that %.
