Oh sure, so do I. However, AFAIC, I think that such control should be applied at the Windows level, not the application level.

I think I understand what you're getting at. Unfortunately, I haven't been exposed to too many programs written directly for the XP platform. I would guess, however, that few, if any of them, allowed the user to change its appearance to a theme outside of the current Windows settings. Maybe Windows Media Player might be applicable.
