Somehow I do not think that psychological warfare with Saddam will work. I do not think the man is sane enough to understand the implications.
At the same time I would not wish to guess how loyal the Iraqi military or civilians are towards Saddam. We may not fully understand another people, which is nothing new. What we wish for someone else is perhaps not what he or she wants.

Normally, you do not want these arrangements publicized, but it is probably for 'psychological warfare' to let Saddam know how little military support he has within his own generals to hopefully prevent military action at all. That is probably why the few soldiers that already tried to surrender was made public in the news media too.

If that is the case, then it certainly backfired, because France and Germany and Russia are not cooperating and now it looks like the U.S. is forced to conduct a military operation afterall and ALONE.
