IS support responded to my post on the IS Dev 8 board with a good answer, for the record. You can select the .msi file as a project to open, then choose "Open As Wizard" in the open dialogue box. This initiates a conversion to a full IS project (.ism file). Seems sort of backwards to the usual "Save as" approach, but it works.
