I had to work on another project, but was back to this issue today. I was wrong about the Close All command as a solution. Also, no tables were open and I confirmed that prior to the SHFileOperation that none of the source files were open via some kind of LLFO.

I did get everything working, but I cannot provide any kind of logical explanation for the behavior. I can't justify putting any more time into trying to figure it out (have to pay the rent you know!). However, my impression is that the problem has to do with source directories with subdirectories. My solution was to assure the parent folder was created and that (if this were a repeat copy, for instance) that the entire tree was deleted and the parent directory created, before issuing the SHFileOperation.
