TooltipTexts will tell you, but I want to add what I understand is the technical meaning.
3 diamonds: "online" - user activity within the last 5 minutes.
2 diamonds: "recently online" - user activity within the last 2 hours.
1 diamond: "offline" - no user activity within the last 2 hours.
