Well the VS.Net HTML editor is actually pretty good, but just the HTML code editor not the WYSIWYG editor.
As I said the FrontPage 2003 editor is code and WYSIWYG in split screen (optionally) which for me at least is the optimal way to get HTML forms laid out. And in FP2003 they finally leave markup code and HTML layout alone without forcing reformatting which used to really jam complex hand code.
A good HTML code editor is a must for any sort of Web development IMHO.
