To run VFP8 at Win95 or WinNT machine do the following:

Install VFP6 at your machine and genereate a setup with the default dll's.
With VFP6R.DLL another DLL'S goes to setup.

This files are the secret.

At the client:
1) Install IE4.01 or above
2) Install your SETUP.EXE generated by Vfp6.
3) Install VFP8 setup (VFP8R.DLL)

That's all.

I didin't have time to look what DLL is the secret, but if you do...
